QLG status is essential because it makes a city or county eligible for a wide range of state funding, grants, and technical assistance. But beyond the funding implications, a comprehensive plan is a critical tool for long-term governance, allowing municipalities to chart a thoughtful, strategic course for future growth, preservation, and investment. At its core, a comprehensive plan is a community-driven policy document  that guides decisions about land use, infrastructure, housing, transportation, natural resources, and economic development. It typically includes a vision statement , needs and opportunities , community work program , land use map , and character area definitions , among other elements. The process usually involves extensive community input , stakeholder engagement, and collaboration across city departments and with regional planning commissions.
