Authorized ID cardholders include: - Active duty service members and their family members - DoD civilian employees - Retired military and DoD civilians Dependents and family members must be over the age of 18. Sponsors accept full responsibility for those they are escorting, and must remain with them at all times until they leave the base. Sponsors escorting non-U.S. citizens must come into the VCC with the individual(s) to fill out a form for the Immigration Check (ICE) of the individual(s). Please see the requirements for ICE checks below. Entry into secure areas on NBK, including Bangor operational area/lower base and Puget Sound Naval Shipyard & Intermediate Maintenance Facility on Bremerton require additional steps prior to receiving access to these areas. All non-sponsored non-affiliated visitors are required to process at a VCC to obtain a temporary visitor pass. They must provide a valid reason for entry to NBK, and will be subjected to security vetting. Guests over the age of 18 are required to have valid government issued photo identification on their person at all times while on the installation. All non-escorted guests must have a valid request in the system for base admittance. Typically, these requests are placed through the Base Authorization and Visit Request (BAVR) Web page. All non-sponsored guests who do not possess a CAC must undergo a background check for local, state, and federal criminal history records. Accessing the base is a privilege that may be revoked or suspended at any time by the commanding officer of the installation. Upon expiration of NBK credentials, or termination or resignation of employment, NBK credentials are to be returned to the appropriate VCC in person, placed in the locked drop boxes at certain exit gates, or handed over to NBK gate guards. These badges are not to be returned to the company/organization nor handed over to a company/organization supervisor as they are property of the federal government. FOREIGN NATIONALS (FN) NBK Security Department would like to remind everyone that foreign nationals (FN) are not permitted onto Naval Base Kitsap unless properly vetted with a U.S. Immigration and Customs Enforcement (ICE) investigation as well as having a National Crime Information Center (NCIC) background check. This includes ALL family members for any reason. Plan accordingly – the timeline from submission to approval can be up to 45 days. - Unofficial FNs and Foreign Exchange Students will be required to complete SECNAV Form 5512/1 upon arrival at the VCC before the sponsor is issued a badge or pass. - Sponsors are required to complete NAVBASEKITSAP Form 5530/4, Foreign National Visitor Request. - Sponsor MUST have this form and the FN MUST have their passport in their possession AT ALL TIMES while onboard the installation. - Sponsors are responsible for notifying NCIS of their guest’s planned visit as soon as possible. - Unofficial FNs may receive up to 6 14-day passes, if more time is requested the sponsor must request in writing to the NBK commanding officer through the Access Control Officer, must be logged in the FN visitor log, and must be escorted AT ALL TIMES while onboard the installation.
