Robert Dahl's 30-year lease for the property was finalized that February. That puts this specific corner of the harbor in active construction for roughly a year and a half beyond what's visible right now. There's a second, smaller piece of that same stretch worth knowing about separately. The Ventura County Harbor Department is fielding proposals for the parcel where the Whale's Tail restaurant used to operate, a lease process entirely apart from the Karls project. Two different negotiations are happening on that same block, on two different clocks. Three Projects, Not One If you've noticed fencing or equipment somewhere else along the water this year, there's a good chance it isn't related to the wharf at all. The harbor has three separate capital projects moving at once, each with its own funding and its own fence line. The Harbor Patrol shoreline work is about seismic protection for a future headquarters building, not about restaurants or retail. The marina dock projects are strictly about boat slip infrastructure. If your slip is at Anacapa Isle or Vintage Marina, the disruption you're dealing with has nothing to do with the wharf at all, and it's worth knowing which crew is working which fence before you assume they're connected. What Never Stopped The Sunday routine at the harbor hasn't changed. The Channel Islands Certified Farmers' Market still sets up outside Waterside, the same stretch where Ox & Ocean overlooks the marina, with fresh produce, flowers, and live music running alongside water sport rentals for anyone who wants to paddle out after shopping. Wheel Fun Rentals still has bikes, surreys, and tandems staged outside Zachari Dunes on Mandalay Beach for anyone headed toward the Pacific Coast Bicycle Route. Concerts by the Sea, the free series sponsored by Suntex Marinas, has run every Saturday from 4 to 6 p.m. at Harbor View Park since July 11. This Saturday, August 24, tropical rock act Unkle Monkey takes the stage. The season wraps within the next couple of weeks, and it has run its full course without a single date moved for construction happening on the other side of the harbor. What's Still On The Calendar Construction on one corner hasn't touched the events calendar for the rest of the season either. The 35th Annual British Car Club Show returns to Channel Islands Harbor on Sunday, September 27, a tradition old enough that it predates most of the buildings now coming down at the wharf. Harbor View Park has also hosted the VeeDubs Volkswagen show in past years, another recurring fixture at the same park that's currently hosting the summer concert series without interruption. What This Means If You Live Here The useful takeaway isn't the spring 2028 opening date, though it's worth marking on a calendar if you want to see the finished lighthouse and boardwalk. The useful takeaway is smaller and more immediate: one specific corner of a large, multi-parcel harbor is under construction, and the rest of the harbor's businesses, docks, and weekend events are operating on their own separate timelines. Channel Islands Harbor isn't one continuous waterfront that rises and falls together. It's a set of distinct parcels connected by Channel Islands Boulevard and Victoria Avenue, each with its own frontage, its own lease, and now, its own contractor. If fencing shows up somewhere new this fall, check which of the four projects above it belongs to before assuming the worst about your Saturday plans. The wharf coming down is real news. It just isn't the only news, and for most of the harbor's daily rhythm, it isn't the relevant news at all. Living near a working harbor means watching it change in pieces, on timelines that rarely line up with each other.
