# Jacksonville Housing Finance Authority

Content Jacksonville Housing Finance Authority The Jacksonville Housing Finance Authority (JHFA) exists for the purpose of addressing affordable housing needs in Duval County, Florida by stimulating the construction and rehabilitation of housing through the use of public financing. The JHFA is empowered to alleviate the shortage of affordable residential housing and to provide capital for investment in such facilities for low, moderate to middle income families and persons anywhere within Duval County, Florida through the issuance of its mortgage revenue bonds (subject to legislative approval). The Jacksonville Housing Finance Authority ("JHFA" or the "Authority") was established pursuant to Chapter 52, Jacksonville Municipal Code in accordance with Section 159, part IV, Florida Statutes. The JHFA has no taxing authority and adheres to the City of Jacksonville's comprehensive Ethics Code. Total Members: 7 Members, including four appointed by the Mayor and confirmed by City Council, and three appointed and confirmed by the City Council.  All seven Members shall represent one of the following organizations: labor, finance, or commerce.  Authority Duties: Provide process for bond financing of affordable rental units Provide process for financing of home purchases by first-time homebuyers Provide financing for qualified multi-family housing developments 2026 Notice of Fund Availability & Request for Applications  2026 Bonds with SAIL & Local Government Contribution Application The Jacksonville Housing Finance Authority announces the availability of funds is requesting applications for the consideration of providing local government support for qualified multifamily housing developments which meet the goals of the Authority and comply with applicable federal and state law.  Applications related to Local Government Support Loans: For Developments applying for JHFA Bonds & FHFC SAIL seeking the required local government contribution,  For Developments applying for JHFA Bonds & other FHFC Gap financing seeking the required local government contribution, & For Developments applying for 9% housing credits in RFA's (other than RFA 2026-202) seeking a required Local Government Contribution Applications Due: 5:00 PM, Eastern Daylight Time, August 27, 2026  for loans made in conjunction with FHFC RFA 2026-205 or any other FHFC Housing RFA except FHFC RFA 2026-202. Programs and Services Multi-Family Housing Programs:  The JHFA provides financing for qualified multi-family housing developments which meet the goals of the Authority and comply with applicable federal and state law through the issuance of obligations of the Authority, the proceeds of which are loaned to entities participating in the Program, in order to alleviate the shortage of affordable housing available to persons and families in Duval County. There are various programs we different applications and timeframes. The programs include Multi-Family Bond Financing, Gap Loans, Local Government Contribution Loans needed to apply for SAIL and other FHFC gap financing, and Local Government Area of Opportunity Funding. For copies of the NOFA and Application associated with any of these programs, please email JHFA@coj.net .  Mortgage Credit Certificate ("MCC") Program:   First-time buyers do not buy that house until you determine if you qualify for a MCC offered by the JHFA. The MCC could save you thousands of dollars by reducing the amount of federal income tax you owe. The MCC is not down-payment assistance, but rather a dollar-for-dollar reduction in your federal tax liability. Annual Reports Pursuant to the requirements of Section 52.112, Municipal Code, the JHFA submits an annual report to the Jacksonville City Council Finance Committee. The JHFA is reported and audited as a component unit of the City of Jacksonville.
